Organisation

IDIBELL is a private, non-profit foundation that is public in scope.
It is subject to the specific legislative provisions relating to the public sector and by Act 49/2002 on tax incentives with respect to patronage.



GOVERNING BODIES


IDIBELL is governed by a series of bylaws and its governing bodies are formed by a Board of Trustees on which the following institutions sit:
  1. The Catalan Government through its Ministries of Health and Universities.
  2. The University of Barcelona
  3. The Catalan Healthcare Institute
  4. Bellvitge University Hospital
  5. The Catalan Institute of Oncology
  6. The Institute for Imaging Diagnosis

As well as the Governing Board on which representatives from Bellvitge Hospital, the University of Barcelona and the Catalan Institute of Oncology sit. The Governing Board has a scientific advisory committee whose members include research representatives from all three Institutions.

The Board of Trustees is the maximum decision-taking and governing body, while the Governing Board takes charge of executing the policies and the agreements taken by the Board of Trustees. The foundation has a management team formed by a Director General who is also responsible for scientific management, and an administrative Director who is responsible for Human Resources management and technical coordination, and the three area managers (finance-administration, research support office (OTRI) and data-processing)

HUMAN RESOURCES


As at 30th April 2006 the staff of the Institute itself comprised 160 employees under contract and 136 research scholarship-holders. A total of 296 people working full-time on research, both directly and indirectly.

Of the 160 people under contract, 68 are researchers, 58 are full-time technical staff dedicated to research, and 34 are technical and administrative staff belonging to the support service (research support office (OTRI), administration-management, technical coordination, data-processing.)

Furthermore, part-time researchers belonging to IDIBELL member institutes performing their research work in IDIBELL number more than 300. IDIBELL manages its own research projects and provides them with logistical support.

These 600 people form the human resources that enable IDIBELL to be one of the leaders in scientific productivity in Spain in terms of the number of publications and impact factors.

POLICIES



BUSINESS POLICY


IDIBELL's aim is to consolidate translational research and business relations.

IDIBELL's aim is to participate with and receive support from all official agencies and bodies that coordinate and sponsor research within Catalonia, Spain and the European Union.

Our objective is to become bio-regional leaders in terms of translational research, by identifying emerging groups with business lines associated to healthcare priorities.
We want to become a pole of attraction for new competitive research groups and for this reason we have designed a scientific policy based on these priorities.

IDIBELL's basic philosophy is strategic cohesion in decisions for applying resources to research. We must guarantee that decisions are taken based on scientific-technical parameters, giving priority to scientific quality and productivity criteria in line with the Strategic Plan.

In all cases, applying supportive resources to research must respect budgetary equilibrium in order to guarantee the long-term sustainability of the Institution.

The application of supportive resources to research will be based on the following criteria:

  1. Consolidating quality research in IDIBELL by financing projects with its own funds, completing external aid for priority programmes-areas-groups-lines.
  2. Allowing for the creation of new groups in emerging areas.
  3. Improving research infrastructures.

  • Scholarship-holders/Pre-doctorate agreements.

MANAGEMENT MODEL


IDIBELL has a series of operating principles in the management area which aim to guarantee quality, agility and transparency in research management:

  1. Management by project: Each project has its own account to which all income and expenses generated by the project are transferred or charged. This information and all related details can be accessed online by researchers, who have permanent access to their accounts for the purpose of taking decisions regarding expenses.
  2. The centralised electronic purchase service allows for controlling orders and guarantees the availability of funds once the purchase has been decided. It reduces paperwork, ensuring that invoices can be located and charged correctly.
  3. The recruitment policy aims to attract and retain talented staff who can adapt to the organisation. Here too, great importance is attached to transparency and public calls are made to fill permanent posts.
  4. Human resources management is based on communication, joint responsibility and equity. After evaluating the company's posts, we will implement a new appraisal and salaries policy to encourage quality research and attract and retain talent.
